REGULAR FULL-TIME EMPLOYEE BENEFITS SUMMARY - Retirement Plans
- City of Federal Way Retirement Plan (FWRS): This plan was designed as an alternative to social security and is mandatory for all full-time employees. It includes life, disability, survivor and accidental death and dismemberment benefits (see below). The City of Federal Way contributes to the plan per the guidelines set forth in the agreement Article IV, section 4.3 which is available for review in Human Resources. Employee contributions are 100% vested, employer contributions are subject to a five year vesting schedule.
- Washington State Public Employee's Retirement System (PERS)
- Law Enforcement Officer's &: Fire Fighters (LEOFF): Employees must participate in the State PERS/LEOFF plan. Employees are vested after five years and this plan includes disability and survivor benefits.
- Optional - Deferred Compensation: The City offers employees the option to participate in a 457 deferred compensation plan as a supplement to other retirement programs.
- Health and Welfare Programs
- Medical Insurance: The City offers employees a choice between two medical plans. The City pays 100% of the employee premium and 90% of dependent premium for the indemnity plan and the same dollar amounts for similar coverage under the HMO plan. The City pays 90% of the premium rate to cover spouses who do not have other coverage available through his or her place of employment, otherwise the employee pays 100% of the spouse premium rate.
- Dental Insurance: The City provides dental insurance for employees and their dependents and pays 100% of the premium.
- Vision Insurance: The City provides vision insurance for employees and their dependents and pays 100% of the premium.
- Life Insurance: As part of the Federal Way Retirement Plan, a life insurance policy equivalent to one-times your annual salary is provided to employees along with long term disability, survivors benefit and accidental death and dismemberment. Voluntary life insurance is also available at a minimal cost.
- Leave
- Vacation: Employees accrue vacation at the rate of 4 hours per pay period (8 hours per month). After five years the accrual rate is 5 hours per pay period (10 hours per month). Maximum accrual amount is 240 hours.
- Sick Leave: Employees accrue sick leave at the rate of 4 hours per pay period (8 hours per month) with a maximum accrual amount of 720 hours.
- Bonus Day: Employees who do not use sick leave during their initial year of employment, or during any calendar year, will receive a bonus day of vacation.
- Holidays: The City observes 11 holidays each year, one is a floating holiday that can be used at anytime, during the year it was earned, with supervisor approval.
- Funeral Leave: Employees may take up to three paid days for a death in the employee's immediate family.
REGULAR PART-TIME EMPLOYEE SUMMARY - Retirement Plans
- City of Federal Way Retirement Plan (FWRS): This plan was designed as an alternative to social security and is mandatory for all part-time employees. It includes life, disability, survivor and accidental death and dismemberment benefits. The City of Federal Way contributes to the plan per the guidelines set forth in the agreement Article IV, section 4.3 which is available for review in Human Resources.
- Washington State Public Employee's Retirement System (PERS): Part-time employees who work at least 70 hours each month for a 5 month period on an ongoing basis are eligible to participate in the State PERS plan.
- Optional - Deferred Compensation: The City offers employees the option to participate in a 457 deferred compensation plan as a supplement to other retirement programs.
- Health and Welfare Programs
- Medical Insurance: The City offers employees a choice between two medical plans, an indemnity plan and an HMO. The City pays a portion of the premium on a pro-rated basis.
- Dental Insurance: The City provides dental insurance for employees and their dependents and pays 100% of the premium.
- Vision Insurance: The City provides vision insurance for employees and their dependents and pays 100% of the premium.

- Vacation: Regular part-time employees accrue vacation on a pro-rated basis.
- Sick Leave: Regular part-time employees accrue sick leave on a pro-rated basis.
